MINUTES OF THE BOARD OF DIRECTORS MEETING

July 16, 2011

Peggy Zahler called the WGIPOA Board meeting to order at 9:00 am.  A quorum was established by attendance of:  Jeff Southard – Dunes of West Beach, Vince Lefar – Beachside Village, Clay Lewis – Sportsman Road, Tom Boothe – Condo’s, Greg Mach – Pointe San Luis, John Lightfoot – Bermuda Beach, Lee Petros – Pointe West, Ken Diestler – Spanish Grant Bay, and Peggy Zahler – Spanish Grant Beach.

The minutes were emailed and reviewed.  Motion by Clay Lewis and seconded by Tom Boothe, the Board approved by unanimous vote the minutes of June.

The Board reviewed the treasurer’s report.  Motion by Tom Boothe and seconded by Clay Lewis the treasurer’s report was approved.

Otie Zapp – Windstorm Insurance.  Governor called a special session.  The Legislature was required to make a decision based on the Governors requirement.

This Bill passed but not yet signed.  Cost – provisions that will affect cost, securities must be sold to have money to pay claims. There would be a surcharge – 3% for all policies. Of all of the premium paid Galveston pays 1/4 to 1/3 of the total premiums.  Increases are expected to be 5% in five years.

New procedure you may contest the cost of replacement and now you must use the appraisal process.  Mediation between whether it is windstorm or flood coverage will occur. 

Taking 6 months to one year to mediate.  You can go into a courtroom but not of your local peers.

Texas Dept of Insurance can sue TWA and put in under a conserver ship.

Legislative interim committee (blue ribbon committee) 4 senators/4 representative ½ from inland and ½ coastal.  They are charged to resolving the issues of TWIA.

Eric Wilson – Director of Public Utilities West End issues, projects, future.

Still current under stag 2 water restrictions water days are Wednesday and Saturday.  Data on watering is up on the city of Galveston website.

Completed projects:  water line at Jamaica beach 680K - September, white sands storage tank May 2011 540 k, 11 mile road paved, 5 emergency generator

project for fire stations to help on power outages, rebuilding fence Pirates Beach waste water treatment project.  Under construction Isla del sol and Jamaica beach storage tanks.  Isla completion is September; Jamaica Beach completion set for November completed Sandhill Crane soccer field restoration completed.

Projects under design – lift stations, TCEQ/FEMA have regulations over what can be reconstructed on.  Lift station in Pirates Beach with little houses stated they must be 17’ up; they did receive a waiver to keep it at grade level.  Airport water

pump station – installing a generator.  Fire Station No. 4 destroyed by IKE, to be replaced.

Beach walkovers – At least one in each subdivision must be ADA compliant.  FEMA is reviewing this; hopefully we will be able to start in November.

Un-serviced areas for sewer.  Prior to Ike we were under designed, Bay Harbor out to Point San Luis, and Indian beach out to Silverleaf.  We were at 90% complete on design when IKE came in. Expect if all goes well project start in 4 – 5 years

Working to harden the island so that if a storm similar to Ike we will be prepared.

Bridge on Sportsman Road bridge design is near completion. 

Providing access to owners on the other side.

Dead mans curve – will be widening the road, it will not be straightened out.

For streetlights that are out, get the number off the pole and call the city or CenterPoint.

Erosion Response Plan – mandated by the General Land Office, condition if the city does not submit a plan for the erosion they will not receive funding.  A draft was due by July 1 with final by December 31, 2011.   What ever is approved in this plan will dictate what we can do have a storm whether to rebuild or repair.  This is an important, stay informed.  Stay attention to the City Council.

There has been a request to vacate the case.  No further information available at this time.
