MINUTES OF THE BOARD OF DIRECTORS MEETING

October 17, 2009

The West Galveston Island Property Owners Association Board of Directors meeting was held on October 17, 2009 at the Galveston Country Club.

The meeting was called to order by Vice President Peggy Zahler at 9:00 a.m.

A quorum was established by the attendance of: Barbara Peirsol (Spanish Grant Bay), Sam Morella (Acapulco Village), Clay Lewis (Sportsman Rd), Tom Boothe (Condos), Carolyn Farmer (Terramar), Sidney McClendon (Pirates Cove), Peggy Zahler (Spanish Grant Beach).

Marty Bilek served as Secretary.

Minutes of the 10/3 meeting were approved. (moved by Tom Boothe and 2nd by Sidney McClendon).

Treasurers report deferred until the November meeting.

Local officials running for office introduced themselves.

City of Galveston police officers presented and answered questions on the new police allocation method; and the West End Crime Watch email group.

Alice Merlot reported on real estate numbers.

City Council Member Karen Mahoney could not attend the days meeting but provided an update to Peggy for communication to the meeting. She requested to let the Mayor and City Council know opinions on the buy outs; and that she is promoting support of the 75ft set back and wetlands ordinances.

There was discussion on all of the topics.

Action: Request to have Jerry notify the Board and WGIPOA members whenever these topics are on the agenda for council and planning.

Sand Nourishment and Dune Construction Project: Lorrie Council, PG (Director of Coastal Resources for the Texas GLO) presented on plans for upcoming projects. $135 million in total. Project #1391 is the west end sand nourishment project from the seawall to the state park. Lorrie cautioned everyone that they will place a lot of sand and some will end up in the water. This is planned and the goal is to add sand seaward of the 200ft line to result in about 85ft more beach. Matthew Mahoney, PG. is the project manager.
