MINUTES OF THE BOARD OF DIRECTORS MEETING

January 17, 2009

The West Galveston Island Property Owners Association held a meeting on January 17, 2009 at the Moody Gardens Hotel. Jerry Mohn, President called the meeting to order at 9:00 am. Jerry Mohn stated that this was the first WGI official meeting since IKE; there were many special meetings since IKE

Jerry Mohn recognized the Officials attending: Vic Pierson – Mayor of Jamaica Beach, Mike Lemonds – GLO, Diana Puccetti – former City Council, Gordon Morse-Garm, Karen Mahoney – District 6 City Council, Jackie Cole – former City Council Member; County Commissioner Brian Lamb. A quorum of Directors was established by the attendance of Carol Stewart-Sportsman Road, Ed Nadaline – Terramar Beach, Sidney McClendon-Pirates, Marty Bilek- Dunes of the West Beach, Tom Booth-Condominiums, Boyd Carr – Isla Del Sol, Ed Nadalin – Terramar, Sidney McClendon – Pirates Beach/Cove, and Peggy Zahler-Spanish Grant Beach.

The minutes were emailed and reviewed by the Board. Upon motion duly made by Peggy Zahler and seconded by Tom Booth, the following resolution was adopted by unanimous vote. RESOLVED THAT, the Board approved the minutes of December 20, 2008 as presented.

Treasure report $37,000 cash, payment $16,000 for polical consultant. Major expensive has been for the meeting as Moody Gardens. Upon motion duly made by Tom Booth and seconded by Boyd Carr, the following resolution was adopted by unanimous vote. RESOLVED THAT, the Board approved the Treasurer report as presented.

Alice Melott – Real Estate Statistics stated sold 70 homes west end and east since Ike, 13 on west end. Homes not significantly damaged are selling at normal prices. Appraisals are a problem since they are basing it on comps only 3 months old. If you don’t list in mls we cannot compare the prices.

Gordon Morse with Garm stated that rentals are starting up again. Stealing is occurring more during the day. Gordon stated be aware of it as it is going on, know your neighbor. For rental issues call 409-682-3603 GARM.

If there are any animal issues call the County Sheriff department for livestock and for small animals – call City of Galveston.

Jeff Sjostrom – Galveston Economic Development Plan - Since storm we have been focused on Business community. The resources if any are limited. Very few resources to go to to help fund recovery for businesses. Vic Pierson as a leader of Moody, invited leaders of other bank Presidents, and looked at what was needed for recovery. These bans are committed to the businesses of the island. Over $50 million will come from these banks for recovery. Dec 1st lent over $20 million more then FEMA.

Over ½ million has been raised for small business loans. Regional, State and Federal level are discussing were funds will come from to support the recovery. Looking at new tax credits. Looking for partners in redevelopment. Working on other issues – what is our focus – finding tangible resources. Prestorm issues will be the same after the storm. Working on getting back UTMB. It is important that we work together towards recovery. March 2008 – Relief Bill will help.

Mike Lemonds – GLO – Prestorm focused on bay, post storm beach issues. Debris clean up, contractors are on the beach cleaning up using Crowder Gulf from High Island to Freeport. Jamaica beach completed. The surface is scraped and cleaned of debris. Larger items are then removed. Staging all concrete debris – county is taking the concrete to use it as road base. On schedule to complete by end of February prior to turtle nesting season. The sand will be sifted and placed back on the beach Bermuda Beach Drive since a house in the middle of road, needed a special release, contractor should be moving g it soon. Surf zone 25- out from water line – to do sonar to check for debris. Galveston Island is complete doing Bolivar now.

Bay clean up – sonar is occurring now using multiple contractors. Partnering with TexDot using their contractors. Removing visible debris. TD is also helping County and City. COG is also working on the canal debris.

Small Clay core dune from end of seawall to pocket park is being done by the GLO. 325 sunken vessels were id, when removed; they have to be id, which owns the vessel, contact them, etc. Will the clay be contained so if damaged it wont go everywhere and will it be renourished? Eddie Fisher will have to respond. Dune is being designed and may be installed in March. Contact Eddie Fisher for updates. Expects to have 200’ in front of dunes.

Wetlands – identify wetland debris and let the GLO know.

Areas such as Eckert Bayou and Lake Como are not top priority since the Clear Lake area has much larger debris to be removed.

Bermuda surf debris needs to be removed. The City is working how the roads are to be rebuilt.

Emergency rules have been extended – 4 sets – permits, sand & clay under home, first level construction – extended from last day of March to April. Check website for GLO.

Ask that the GLO allow people who are north of the 4.5 line, to put up sand fences without the approval. Discussion was held concerning the turtle season. He will ask the GLO for consideration.

Utilities beach front (Spanish Grant, Bermuda Beach, Terra) – need for front owners to have grinder pumps

I re: "No Shows" – People who have not cleaned up – call the COG to report

Canals & Wetlands – owner ship dictates who cleans up

Trailer Community – Certain areas are being located for trailers for those who have lost their home, teachers have priority.

Recovery Committee - www.recoverygalveston.org - Housing community character, neighborhood development, Economic Development, Environment & Coastal, Human Services, Transportation. Starting with neighborhood open houses on west end Jan 24 9-12 and will be posted on website. Input stage until end of January. Send your input in writing to the website.

Hazard Mitigation Grant Program – homes that have been substantially damaged, what will city being doing, buy out vs. elevation. Applications must be in by March 13th.

Events – Motorcycle rally, Dickens, Mardi Gras are good events to continue.

Light pollution – fishing lights is the issue /wetlands ordinance still to be considered

Gambling – if legislature authorize gambling in Texas, Governor Perry stated he would veto it. If came out it would be in the form of a constitution amendment.

Beach rentals are picking up.

Steve Salch spoke briefly at the WGIPOA meeting. He stated it is time that the City of Galveston stopped discriminating against the west end of the island. He received a big applause. The west end islanders feel that there are different rules for the west end. There was strong statements considering the City of Council and it was requested that members go to the meeting and stand up for the west end. It is important that there is a representation of west enders that attend the Thursday, City Council meeting. It is suggested that the speakers be allowed to speak first at the City Council meetings.

It was recommended that the WGIPOA website have more information on what the west end has received and from what entities.

Remedies for Insurance problems. Attorney Jim Berdett have been working hurricane claims. Issues with Windstorm and flood coverage. Important to process the claim forms properly. It is helpful and there are multiple claims.
