MINUTES OF THE BOARD OF DIRECTORS MEETING

JUNE 15, 2002

The meeting of the Board of Directors of the West Galveston Island Property Owners' Association was held on June 15, 2002. Jerry Mohn, President, called the meeting to order at 9:00 A.M. A quorum was established by the Directors in attendance: Jerry Mohn, Boyd Carr (Isla del Sol), Wanda Greer (Terramar), and Kathy Harty (Sea Isle), and Vic Pierson (Jamaica Beach). Also in attendance was Susan McKirahan, WGIPOA Recording Secretary (C.K.M. Property Mgt.) Mayor Vic Pierson of Jamaica Beach was introduced. Also, corporate sponsors at the meeting included Moody National Bank and Johnson Space Center Credit Union.

Upon motion duly made by Wanda Greer and seconded by Boyd Carr the following resolution was unanimously adopted.

RESOLVED THAT, the Board approved the Minutes of May 18, 2002 as presented.

In addition, since the minutes of the March meeting was never approved, upon motion duly made by Wanda Greer and seconded by Boyd Carr the following resolution was unanimously adopted.

RESOLVED THAT, the Board approved the Minutes of March 16, 2002 as presented.

Jerry Mohn read the financial report stating that the cash balance as of 6/15 is $21,859, accounts receivable of $8,000 from dues, and net worth is $29,859.

Upon motion duly made by Vic Pierson and seconded by Wanda Greer, the following resolution was unanimously adopted.

RESOLVED THAT, the Board approved the financial report as presented.

Jerry Mohn advised since we have four local banks as corporate sponsors, the WGIPOA checking account business should be circulated to each. The Treasurer, Al Birdwell, suggested the banks could make money on the float if we maintained the account for at least 2 to 2.5 years. Vic Pierson suggested whatever bank is chosen that the service fees and the charges for checks be waived. The matter will be pursued by the Treasurer.

Jerry Mohn reviewed the November 17, 2001, minutes where the Board authorized funds up to $2500 to $3000 to be used for any shortfalls in the lobbyist account. A few City entities that belong to the Galveston Beach Erosion Task Force did not plan for the lobbyist in the current budget cycle but it will be included in their new fiscal year cycle. The President requested the WGIPOA activate the Board approval to deposit $3000 in the account for this purpose.

A discussion was held on the corporate sponsors. Jerry Mohn recommended that at each meeting one or two of the corporate sponsors give a short presentation about their business. In addition, all corporate sponsors will be encouraged to leave literature at each meeting for members.

A discussion was held on the comprehensive plan. The WGIPOA portion has been completed. The Planning Department is reviewing the final version and should be received within the next few weeks. The main emphasis was to include nature parks, green areas, and planned conservation development with the opportunity to develop a Master Planned community. The Plan goes to the Steering Committee then to the Planning Commission then to City Council.

The Coastal Impact Assistance Plan Stage 2 funding for projects $50,000 and less is on its way and final submission is August 2, 2002. The CIAP program to date has not favored sand nourishment projects and the bulk of funds have been used for purchases of land, capping of oil wells in the Bays, etc. Of the $26 million CIAP funds awarded to date, the County received $600,000 of CIAP funds last year and $100,000 is dedicated to sand nourishment projects. The Dune/Beach access plan was discussed and it should be coming out within the next month.

The Coastal Coordination Council (CCC) adopted the amendments on the GEOTUBE policy. The GLO included explanations of intent or meanings of the amendments. Agreements with Galveston County for GEOTUBES is to keep them nourished with sand; otherwise, they will be taken out. Sidney McClendon addressed the Executive Committee of the CCC on June 20 and reported that the Council is now interested in developing legislation for the upcoming 78th Texas Legislative Session. The WGIPOA would like to work with the CCC to make certain a steady stream of funds will be coming to the West End for various restoration projects.

The Corps of Engineers three to five year feasibility study on coastal erosion problems and remedies from the Sabine Pass to San Luis Pass is using an electronic study to find a sand source, which then checks on quality of the sand on the beach. The General Land Office will fund $300,000 worth of the feasibility study with Galveston County and Jefferson County each receiving $150,000

Heinz Center Study Panel with Elizabeth Nesbit is to recommend to Congress the performance standards for coastal projects. The Heinz Study is to make recommendation to NOAA as to what the standard should be.

General Land Commissioner candidates, David Bernsen, Democrat, will address the August WGIPOA meeting and Jerry Patterson, Republican, will address the October WGIPOA meeting.

Discussion was held on the "Constitutional Beach Party" to be at the home of William and Lucy Carl of Jamaica Beach. The purpose is to collect donations for a defense fund for two residents in Bermuda Beach that were sued by the State to cease any construction or repairs of their beach front homes. These homes were given approval by Federal Court Judge Kent earlier this year to repair and hook up utility connections.

There being no further business to come before the Board, the meeting adjourned at 10:14 a.m. to attend the "Hurricane Preparedness" meeting sponsored by Jamaica Beach.
